Job Purpose
To provide effective and efficient corporate and Project/Site HSES (Health, Safety, Environment, Security) coordination in accordance with client expectations, TechnipFMC and Group HSES standards and requirements. To guide, support, lead and train TechnipFMC corporate HSES programs and represent TechnipFMC HSES, as required.
Job Description
- Assist in the monitoring of expenditure as per assigned Site HSES budget. Assist the HSES Manager with the control of HSES resources.
- Plan agreed HSES training and development opportunities.
- Ensure Project/Site team works in compliance with TechnipFMC’s HSES Management System identifying gaps between TechnipFMC’s HSESMS and Project/Site HSES requirements and define actions to close-out or mitigate those gaps
- Support HSES Manager to ensure HSES procedures in HSESMS are current and reflect TechnipFMC’s business activities.
Define Project/Site HSES objectives, KPI’s and targets which align with TechnipFMC and Client requirements (agreed by the - Project/Site Manager), on the basis of TechnipFMC KPI catalogue and additional contract requirements.
- Measure Project/Site KPI status against the defined targets and report the status through Monthly Project/Site Reports.
- Support HSES Manager in the delivery of annual TechnipFMC HSES Action Plan including developing and delivering effective Project/Site HSES programs and deliverables aned escalating HSES program or reource concerns to the Project/Site Manager / HSES Manager.
- Liaise with HSES Manager in the delivery of Project/Site HSE training Plan.
- Assist in the review, preparation and development of suitable, appropriate and accurate HSES related information and deliverables for inclusion into Tender Submissions and Prequalifications, as assigned.
- Conduct Gap Analysis for TechnipFMC HSES and Client requirements.
- Prepare and provide on time suitable, appropriate and accurate Project/Site HSES deliverables, as required in the contract, and approved by Project/Site Management and the Client.
- Project/Site HSES deliverables are to be developed from existing templates and Go-by documents for consistency and in accordance with TechnipFMC standards and TechnipFMC HSES Management System.
- Review and revise internal and supplier deliverables for complaince with TechnipFMC and Project/Site HSES requirements.
- Identify, analyse, report and mitigate HSES specific risks and opportunities for specific TechnipFMC Project/Sites and tenders.
- Facilitate or participate in Risk and Opportunity workshops and HAZIDs, as required.
- Review HSES risks and opportunities identified in Project/Sites and Tenders.
- Coach Project/Site teams and workforce in risk management.
- Support the HSES Manager in planning and implementation of HSES Training for TechnipFMC Project/Site and corporate personnel
- Ensure HSES evaluation and qualification of subcontractors and suppliers with scope of work critical to Project/Site HSES, through formal assessments and audits.
- Assist in the review and approval of subcontractors and suppliers prior to award.
- Idientify required internal Project/Site audits, including identified key risks and documents into Project/Site audit schedule.
- Develop and maintain the TechnipFMC Project/Site audit schedule.
You are meant for this job if:
Formal qualification in OSH or Engineering (degree / diploma / trade qualification) is desirable. Local HSE qualification
Local certifications/licences to work as a Health and Safety officer.
HSES Systems Internal Auditor
Incident Investigation
Good understanding of national / international HSES standards, regulations, codes of practice, including ISO 45001, 14001 & 9001.
Good understanding of HSES principles and ability to apply them to a Project/Site management process.
Investigation and auditing skills.
Training session development and presentation.
Computer literacy.
Minimum 5-years relevant HSES experience in Project/Sites HSE management in Oil and Gas, engineering or construction industry.
Bachelor’s Degree/ Diploma in similar field.
Good verbal and written communication skills (emails, documentation, interviewing a witness, presenting training) in both English and local language
Maintain open-mindedness and understanding when reviewing and receiving information (incident investigations, BBS)
Be personable, proactive and practical (site / offshore works) Offshore experience and onshore experience is good to have.Requirement to work additional hours. Open to work Flexible hours.
Regular domestic and occasional overseas travel. Offshore and site visits, if required.
Vocation training required to keep up to date with HSES standards / principles and changes in regulations.
