Tendering Project Manager

Job Purpose
Oversees and manages Subsea Products, Subsea Installation, or iEPCI tenders. Ensures a tender is submitted on time and compliant with both the Client requirements and TechnipFMC procedures. Responsible for ensuring all clarifications and correspondence are managed and documented correctly though the tender process. Schedules the respective gate approval meetings and prepares the required documentation to facilitate the internal approval process through Contract Workspace. Plans, manages and coordinates Tenders (Quotations) typically consisting of two to five work package groups using existing and/or new technology. Manages the entire Tender development including: tender schedule, technical selection, commercial strategy, equipment delivery schedule, clarifications and tender creation. Responsible for all aspects of coordinating and completing the tender to meet the customer’s expectations and deliver to the project execution team a thoroughly thought through tender that has identified all pertinent issues needed to safely deliver, a quality subsea system within the expected financial performance.

Job Description
- Lead meetings with the entire Tender Execution team that includes strategy development, problem solving, creative thinking and project planning skills. Facilitate communication between cross-company and functional teams to ensure that issues are identified and incorporated into the Tender Process. Typically no direct reports, but manages and monitors performance of assigned Tender Execution team. Provide constructive feedback to assigned staff.
- Develop and manage the Tender plan and Responsibility/Review Matrices that will coordinate the actions, input, and deliverables from the proposal team in order to adhere to internal procedures and meet client deadlines.
- Ensuring that estimating is undertaken in accordance with the latest spreadsheets and/ or software (iTwo) as described in TechnipFMC Procedures. Ensuring that Tender spreadsheets are arithmetically correct, accurate and approved in accordance with TechnipFMC approval levels.
- Ensuring Deviation Approvals are authorized and documented in the appropriate network drive (for contract, insurance or finance where applicable). Ensuring internal and external meetings are minuted and distributed to the appropriate recipients.
- Ensuring all stage gate meeting invitees are per the AUTHORITY MATRIX and the slide decks contain the pertinent information to ensure the approvers understand the capture plan, project risk profile, cost base assumptions, execution plan, , etc. The Tendering Project Manager will also be responsible for presenting the cost, pricing, and competition slides/spreadsheets to management. Ensuring that there is a quality Tender document issued to the Client.
- Ensuring that there is a controlled and documented communication plan with the client for clarifications and general communication. An internal communication plan may need to be developed depending on the complexity of the tender. The internal communication plan should contain who needs to be notified depending on the content of the message.
- Ensuring Risk Assessment Workshops are scheduled and Risk Matrix issued per TechnipFMC procedures. Ensuring that any Contract issued by the Client is in accordance with the agreements reached through the course of the negotiations.
- Ensuring that on award of a Contract/PO, handover to Projects is scheduled in a timely manner and a full briefing is made to the Project Team. Compiling a neutral cash flow and milestone payment schedule taking into account the project schedule, vendor payments, and client requirements. Performing tender a close out and ensuring all final audit documentation is in order. Prepares cost and price benchmark for management reviews when required. Promotes HSE, quality and company core values mindset. Proactively participates and meets department objectives in these areas. Supporting overall commercial and business development strategies and yearly objectives.
- Negotiate commercial aspects of contracts and agreements in line with our business strategy.
- Responsible for all deliverables and submission of all aspects of a Request for Quotation.
You are meant for this job if:
- Bachelors in related field (Business Administration, Engineering, Procurement, Operations) or equivalent years of experience.
- Typically 5+ years of experience (preferably in Oil & Gas EPC), or an equivalent combination of education and experience.
- Excellent written and verbal communication skills with the ability to effectively communicate in English are required.
- Demonstrates an understanding of Project Management techniques and standards.
- Knowledge of SPS and SURF work packages.
- Demonstrate effective leadership ability within a team environment and contribute significantly to the team’s performance.
- Understanding of regional Subsea businesses and external and internal economic factors affecting the business.
- Demonstrate highly developed negotiation, planning, interpersonal, presentation and communication skills.
- Proven Leadership skills and the ability to motivate a diverse group of people to successfully complete the Tender objectives, while working to strict deadlines.
- Candidates must be able to legally work and reside in the country, without sponsorship.
- Proficient PC skills including word processing, spreadsheets, project and presentation software.
- Experience in Itwo software and SS hardware costing practices as well as benchmarking.
