Job Purpose

Provides direct support to the Fleet Operations Manager to ensure a consistent delivery of marine and DP operations fleet wide, while providing Vessel Masters and business units with support on marine and DP related issues.

Job Description

  • Assist Fleet Operations Manager in safe and efficient running of the fleet • Ensure company owned and managed vessels are operated in a safe, efficient and economical manner and in full compliance with class, statutory regulations, the ISM Code and ISO 9001; ISO14001 and ISO18001 standards

• Provide support and guidance to vessel masters, asset operations teams and project teams on marine and DP issues

• Ensure that planned maintenance system (deck department) is being operated and reported to high standard and is in compliance with the ISM Code, MLC 2006 and company procedures

• Ensure that all mandatory procedures i.e. navigational watchkeeping, DP operations, control of work are used effectively and outcomes available for audit purposes

• Continual review and improvement of safety management system documentation • Ensure that vessels carry the required publications, procedures, operational manuals, and other documentation required by Flag State and other regulatory bodies, and that these are updated as required

• As far as practical, ensure compliance with IMCA guidelines and “best industry practices”

• Undertake visits to vessels (alongside and offshore), other company premises and client offices as required by the Fleet Operations Manager

• Assist with accident or incident investigations and preparation of reports in conjunction with other investigation team members

• Part of internal auditor pool, and conduct internal audits as required

• Conduct annual internal navigational audit

• Participate in vessel inspections and presentations as required. Provide accurate reports indicating vessels current equipment, machinery, structural and operational status

• Monitor the vessel safety committees and respond to vessel safety meeting minutes • Monitor the performance of sub-contractors services provided to vessel operations (e.g. consumables, catering) and liaising with sub-contractor to report, discuss and implement any corrective actions considered necessary . 

   Where required, assist in the management of vessel assurance for the fleet as directed by Fleet Operations Manager

• Assist in management of OVID and OVMSA databases and audits • Assist in management of eCMID database and audits

• Work towards gaining IMCA company DP authority accreditation • Ensure DP incidents are reported (IMCA reporting scheme) and follow up accordingly

• Manage DP trials programs via DPDS (DP digital survey platform) in conjunction with class society

• Monitor vessel marine drills, ensure compliance and provide feedback as appropriate

• Provide support to TechnipFMC spoolbases when required

Main accountabilities: 

Account for own activities, accept responsibility for them and disclose the results of own work in a transparent manner

• Recognise the ‘ownership’ of health, safety and environmental control within their sphere of activity and lead by example

• Assist Fleet Operations Manager in setting and meeting objectives for the Fleet and department

• Maintain, further develop and implement common standards within marine and DP operations

• Timely support of service invoice payment utilising GEOS system, review detail, accuracy and approve supplier submitted invoices (where required)

• Monitors marine related activities which could impact commercial availability of vessels. Reviews vessel performance to identify potential efficiency improvement opportunities

• When required, provides input into project workscopes and hazard identification documentation. Attends meetings with clients, operations reviews and HAZID/HIRA meetings as required

Qualifications (professional, technical, academic): Essential: • Senior Marine Qualification (STCW II/2 or III/2 or equivalent)

Essential:

• DP operational experience of serving on offshore diving, pipelay and/or construction vessels

• Proven knowledge of marine and DP systems, operations and legislation

• Proven knowledge of IMCA guidelines and industry best practices

Job-specific certification:

• Valid STCW COC and medical certificate

• Valid STCW certificates and offshore survival

• Unlimited DP certificate

 

Generic skills:

• Computer literate, proficient in microsoft office suite (word, excel, powerpoint and outlook)

• Good Communication skills in english

• Ability to work in multinational environment

Nice to have:

• Unlimited Master Mariner’s license in compliance with STCW II/2

• Operational experience in senior capacity on pipelay, saturation diving and construction vessels

• Experience in office environment dealing with marine and DP related matters

• Marine engineering or nautical studies degree or equivalent

• Designated Person Ashore and Company Security Officer training

• IMCA Competence Assessor and Verifier

• Kelvin Top-SET Lead Investigator training

• Marine Auditor / Lead Auditor training • eCMID Inspector

• The Nautical Institute Navigation Assessors training

• Experience with incident investigations and marine audits (ISM, eCMID, etc.)

• Working knowledge of eCMID, OVMSA and OVID databases
